Maybe Shaleight just prefers small cats as opposed to big cats?

Might be an opposing opinion, but I don’t think that’s a ‘damage’ arrow, but more of a ‘signal’ arrow, with the fletching lit opposed to the point.
When the arrow sticks in something, it’ll light up the area as a torch would. Could be a random encampment sentry, or a named character we know.
Whoever shot it, they wanted Shie and Shaleigh to be noticed, or prevent Shaleigh from using the shadows to slip away.
Though Zmia seems to have spotted the incoming before those two and might’ve hidden in the bushes, or into her own portal.
Interesting observation about the arrow, and it also ensures they don’t burn the whole forest down. Now who, who, who could it be that shot it? Hmmm…

Warning Shot
Fire From the Dark
Now out of inner space Shaleigh and Co show us the real reason behind the securing of Shie: For Show! Their subterfuge was all for stage play and it was a stunning success. They walked while other balked. It wasn’t like Shie couldn’t shimmy herself out of the seat if she struggled. But the act was all for appraisal and little else. Shaleigh nonetheless scolds Zmia for surmising that an electric extension could eminently eliminate the efforts of a fit female feline to be free. Shie submits her strength in securing a seat as Shaleigh’s squad but the offer is opposed as her mere presence would put off the powers that be and be particularly problematic for the party. But none notice the sudden shift in Zmia. As Shaleigh reach to remove Shie’s shroud an arrow implants itself in the trunk of the tree twixt them. Aflame at the ends this alight means alarm for the group.
With Shie out and about to be formally freed an attack is the last thing they need. The fire is lit but can they flee from a fight or is the attacker heralding something unexpected?
