I know it’s been over 6 years since your comment but I only recently found this comic. That said, it would seem the males in this story are ferals. If you’ll remember the male dragon that’s the consort of the dragon queen is also a feral.
It’s simple really. It appears that in the world of this comic; Female = Biped, and Male = Quadruped.
